Call for papers (Special Issue - Financial Citizenship):
The ATTORNEY GENERAL'S OFFICE OF THE CENTRAL BANK announces a call for submissions of articles on financial citizenship, for publication in the Special Edition of the Journal of the Attorney General's Office of the Central Bank (Revista da PGBC, Qualis B1), in partnership with the Propague Institute. This edition of the PGBC Magazine aims to disseminate legal works related to the four dimensions of financial citizenship: financial inclusion, financial education, consumer protection, and participation. Articles that address recent technological advances and the Central Bank's evolving agenda are encouraged. Examples include articles that address the following topics:

At the discretion of the Editorial Board, papers discussing other topics relevant to the promotion of financial citizenship may also be accepted. Articles will be accepted until March 1, 2026, at https://revistapgbc.bcb.gov.br/index.php/revista/information/authors , in Word format, in accordance with the publication rules and editing parameters available on the website. Call for Consultants (Special Edition - Financial Citizenship):
The ATTORNEY GENERAL'S OFFICE OF THE CENTRAL BANK is selecting PhDs and PhD candidates interested in joining the team of consultants for the Special Edition on Financial Citizenship of the Journal of the Attorney General's Office of the Central Bank (PGBC Journal, Qualis B1), in partnership with the Propague Institute.
This edition of the PGBC Journal aims to disseminate legal works related to the four dimensions of financial citizenship: financial inclusion, financial education, consumer protection, and participation. We encourage the submission of articles that address recent technological advances and the Central Bank's evolving agenda.
It should be noted that the role of consultant for a journal can be included in the evaluator's Lattes Curriculum as technical production.

- subject or subjects in which they can evaluate (tab “Roles”);

About the Journal
The “Revista da Procuradoria-Geral do Banco Central” (Journal of the Attorney General's Office of the Central Bank - Revista da PGBC) is published twice a year and was created in 2007 with the purpose of stimulating discussion on topics relevant to the institution, especially those related to legal aspects linked to policies under the responsibility of the Central Bank, with the aim of maturing public debate.
In the 2017-2020 Qualis classification, it achieved stratum B1.
The printed version of the Journal, registered under ISSN 1982-99 65, was discontinued by Ordinance No. 94,165, dated July 12, 2017.
Currently, the publication is available exclusively in electronic format, registered under E-ISSN 2595-0894 (digital version).
The Journal is maintained by the Central Bank of Brazil, a federal agency created by Law No. 4,595, of December 31, 1964, with amendments by Complementary Law No. 179, of February 24, 2021.
The headquarters of the Central Bank of Brazil is located at Setor Bancário Sul (SBS) Quadra 3 Bloco B - Ed. Sede. Brasília – DF. CEP: 70074-900.

Objectives and Scope
The PGBC Journal (Revista da PGBC) aims to disseminate legal works related to the areas of activity of the Central Bank of Brazil.
It publishes PGBC statements, articles, reviews, and essays that focus on the study, reflection, and investigation of legal topics related to the following areas:
I - monetary policy and exchange rate policy;
II - international issues in the sphere of activity of central banks, financial system supervisory authorities, and international financial organizations;
III - payment systems, payment arrangements and institutions, and payment instruments and technologies;
IV - regulation and supervision of the financial system, including micro and macroprudential aspects;
V - organization of the financial system and resolution of financial institutions in crisis;
VI - financial transactions and contracts, including the use of new instruments and technologies;
VII - protection of competition and consumer rights within the financial system;
VIII - criminal and tax legislation applicable to the financial system;
IX - financial inclusion and social and environmental responsibility within the financial system.
At the discretion of the Editorial Board, papers discussing topics of interest to the Federal Public Administration may also be accepted, especially:
I - procedural law;
II - bidding and administrative contracts;
III - legal regime for personnel and administrative disciplinary proceedings;
IV - public ethics and control of administrative acts.
Note: The Federal Public Administration is interested in the production of legal articles related to the Sustainable Development Goals (SDGs).
Information about the Editorial Board
The Editorial Board (CE) and consultants (reviewers) are part of the editorial board of the PGBC Magazine.
The Editorial Board is composed of members, whether or not they are part of the PGBC, chosen for their academic and scientific competence, preferably with a PhD or Master's degree and affiliation with a higher education institution.
The Editorial Board is composed of at least seven members, in order to ensure diversity in its deliberations and allow for the adequate distribution of the workflow.
The Journal seeks to ensure geographical diversity among members of the editorial board, including members affiliated with foreign institutions.
Transparency of the peer review process (double-blind review)
The article review process is conducted in such a way that authors do not know who their reviewers are. Similarly, reviewers do not know who the authors of the articles are.
Articles that obtain double approval according to this criterion (double-blind review) are published.
The editorial process complies with the rules of Articles 14 to 21 of the Journal's Regulations.
The process may rely on the use of technological resources for the detection of plagiarism and the misuse of artificial intelligence.
Scientific ethics and integrity policy
By submitting their work to the PGBC Journal or accepting an invitation to publish, authors unconditionally agree to the terms of the Journal's Regulations and the editorial policy described on this website.
Furthermore, by submitting their work, authors irrevocably and freely assign all relevant copyrights to the PGBC Journal, in accordance with the terms of the Creative Commons Attribution-NonCommercial-ShareAlike 4.0 International License (CC BY-NC-SA 4.0).
Authors are solely and exclusively responsible for the ownership and originality of their works, as well as for the opinions expressed therein. If, for any reason, the work is published elsewhere before being published in the PGBC Journal, it is the sole responsibility of the authors to inform the PGBC Journal of this fact so that the place of first publication is duly indicated.
The publication of works in the PGBC Journal will not generate any right to remuneration of any kind.
The personal data collected by the Journal is used exclusively for the services provided by this publication and is not made available for other purposes or to third parties, all in accordance with the General Personal Data Protection Law (LGPD).
The PGBC Journal is committed to ethics and quality in publication, seeking the constant improvement of its processes to comply with international best practices as indicated by COPE and the Brazilian Institute of Information in Science and Technology.

Duties of the Editorial Board:
Only the Editor-in-Chief, Deputy Editor, and support staff should have access to the authors' identification on the OJS platform.
Publication decision: Decisions are based on the recommendations of consultants and the merit of the article. Articles that violate ethical and legal standards will not be accepted.
Fairness standards: The Editorial Board must evaluate manuscripts based on their intellectual content, without any distinction or prejudice based on the author's identity.
Sustainable Development Goals (SDGs): In compliance with Goal 16 of the SDGs, the PGBC Journal repudiates discriminatory practices in the evaluation of submitted articles.
Confidentiality: The Editorial Board shall not disclose information about submitted manuscripts, except to the author, editorial advisors, reviewers, and the Journal's support staff.
Disclosure and conflicts of interest: The Editorial Board shall not use information that has not been published in its own research without the express written consent of the author. It should also refrain from evaluating articles, reviews, and essays in which it has a conflict of interest resulting from competitive or collaborative relationships or any other type of relationship or connection with any of the authors, companies, or (possibly) institutions linked to the articles.
Participation and cooperation in investigations: The Editorial Board must take appropriate response measures when ethical complaints have been filed in relation to a submitted manuscript or published article, observing due process, the right to a fair hearing, and full defense.
Measures in case of unethical conduct by authors: after due process, with respect for the adversarial process and full defense, articles resulting from unethical conduct may have their publication rejected or suspended.
Measures in case of unethical conduct by members of the Editorial Board (Advisors, consultants, and support staff): after due process, with respect for the right to a fair hearing and full defense, individuals who engage in unethical conduct may be removed from their positions at the PGBC Journal.
Use of Artificial Intelligence: Any routine use of automated tools by the journal or editor must be disclosed. The tool must have been adequately tested. The use of automated tools must be supervised by humans (human in the loop). Journals must ensure that an editor or other staff member verifies the automated detection of integrity issues, such as text similarity, manipulation or duplication of figures, or undeclared use of generative AI or automated peer review suggestions.
Duties of Reviewers:
Contribution to editorial decisions: Peer review assists the Editorial Board in making editorial decisions and improving articles.
Punctuality: Any selected reviewer who does not consider themselves qualified to evaluate an article or who cannot complete the evaluation within the stipulated deadlines must notify the editor so that there is no delay in the editorial process.
Confidentiality: All articles received for review must be treated as confidential documents and may not be disclosed or discussed with third parties.
Objectivity standards: Reviews should be conducted in a clear and objective manner, and reviewers should express their opinions based on arguments.
Sources and references: Reviewers should identify relevant works that have not been cited by the authors and alert the Editor-in-Chief to any substantial similarity or overlap between the article under review and other published works of which they are aware.
Use of information and conflicts of interest: Reviewers must not appropriate or misuse ideas, data, or information to which they have had access due to their position as reviewers. Such content must be treated with absolute confidentiality and used exclusively for the purposes of editorial evaluation. Reviewers must also refrain from evaluating any manuscript in which they identify a conflict of interest, ensuring the impartiality and integrity of the review process.
Use of Artificial Intelligence: Reviewers should not use generative AI to create their evaluations, due to risks such as confidentiality breaches, superficial and non-specific feedback, bias, hidden prompts, and false information, such as false references; editing and rewriting may be acceptable if disclosed.
Authors' Duties:
Reporting Standards: Authors of works that refer to original research must present an accurate account of the work performed, as well as an objective discussion of its significance. Underlying data must be presented accurately in the article. The document must contain sufficient details and references to allow others to replicate the work. Fraudulent or intentionally inaccurate statements constitute unethical behavior and are therefore unacceptable.
Originality and Plagiarism: Authors must ensure that their works are entirely original and unpublished, and if they use the work and/or words of other authors, these must be properly cited. Authors must also ensure that the contribution is not under review in another journal. Plagiarism will not be accepted.
Multiple, redundant, or competing publications: An author should not, in general, publish manuscripts describing essentially the same research in more than one journal. Submitting the same manuscript to several journals simultaneously and/or publishing the same article in different journals constitutes unethical publishing behavior and is unacceptable.
Regarding the Source: Proper recognition of the work of other authors must always be observed. Authors should cite publications that were important in determining the nature of the work reported. Information obtained privately, such as in conversation, correspondence, or discussion with third parties, should not be used or reported without explicit written permission from the source. Information obtained in the course of confidential services, such as manuscripts for refereeing or grant applications, should not be used without the explicit written permission of the author of the work involved in those services.
Article Authorship: Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. All those who have made significant contributions should be listed as co-authors. Others who have participated in certain substantive aspects of the research project should also be acknowledged or listed as contributors. The author should ensure that all appropriate co-authors are included in the article, and that all co-authors have seen and approved the final version of the work and agreed to its submission for publication.
Disclosure and Conflicts of Interest: All authors should disclose in their manuscripts any financial or substantive/material conflicts of interest that could influence the results or interpretation in their manuscripts. All sources of financial support for the project should be disclosed.
Fundamental errors in published works: When an author discovers a significant error or inaccuracy in their own published work, they have an obligation to immediately notify the journal editor and cooperate in retracting or correcting the article.
Use of Artificial Intelligence: Authors must disclose the use of generative AI in the preparation of the article, beyond simple language correction, editing, and formatting. Authors are responsible for verifying the validity of the results of any automated tools used in their research and preparing their manuscript. Automated tools cannot be credited as authors. Generative AI cannot be cited as a source.
Commitment to the PGBC Journal: Authors who publish in this journal agree to: a) retain copyright and irrevocably grant the PGBC Journal the right of first publication; b) acknowledge and reference the original publication by the PGBC Journal when distributing the version of the work published in this journal by any means on a non-exclusive basis (e.g., publishing in an institutional repository or as a book chapter); c) take full and exclusive responsibility for their submitted works, exempting the PGBC Journal; d) acknowledge the right of editors to make textual adjustments and adaptations to the publication standards.
Regular frequency and punctuality
The Journal receives and publishes articles on a continuous basis, with biannual editions.
To ensure punctuality, the Journal may close an edition, at the discretion of the Editorial Board, as soon as it has gathered at least three approved articles.

Submission, review, editing, publication, and all other editorial activities of the PGBC Journal are free of charge, so no fees are charged or due.
No remuneration is due to the authors of the articles.

The PGBC Journal will seek to expand the dissemination of published articles through participation in indexing databases, such as DOAJ, Miguilim and others.
Originality and relevance of published articles
The Journal prefers to publish original articles that are relevant to its scope.
Language of publication
Articles may be submitted in Portuguese, Spanish, or English.
Articles submitted in Spanish or Portuguese that are published may also be accompanied by an English version provided by the authors.
Presence of structured metadata (DOI, ORCID, etc.)
Articles published in the PGBC Journal will be identified by a DOI.
Authors and members of the editorial board are encouraged to indicate their ORCID identification code.

This journal offers immediate open access to its content, following the principle that making scientific knowledge freely available to the public promotes greater global democratization of knowledge.
